No way that's a raccoon. My dad found one that was decayed and it looked similar but it wasn't the same. Could be a hybrid of some sort.

I studied animal skulls and skeletons in school and identufying dental records and skull size ratio with the body it is a common rat easily confused with a raccoon as they are both considered rodents.
Okay, this proves it. Your monster is a raccoon. It is a raccoon, or a related small mammal. Have you ever seen a raccoon skull? Well scroll up and you will see several pictures. Or Google it. It's that easy.

Animals, and indeed people, look very different when they have decomposed even slightly. Unless you are a biologist with training YOU WILL NOT BE ABLE TO IDENTIFY AN ANIMAL'S SKULL or even a decomposed body with a bit of skull poking through. God, I'm not any kind of biologist but I at least know where I'm ignorant.

Clearly this is an example taken to the extreme, in which a normal animal is mistaken for a monster because people don't know that ordinary animals can have rather terrifying and outlandish looking skulls/decomposed states.
